              Stock Buybacks and Wage Budgets

              Share repurchases did not cause wage stagnation, and treating them as the villain misses what they actually reveal. Buybacks are a signal of priority order. When a large company holds cash it does not need for operations, the structure it operates inside directs that cash toward shareholders, because shareholders are who the structure answers to. Wages sit in a different budget, negotiated under different pressure, and nobody at the table represents them with equivalent force. That asymmetry is the story.

              What a buyback does

              A company repurchasing its own shares reduces the number outstanding. Earnings get divided across fewer shares, so earnings per share rises even when total profit holds flat. Remaining shareholders own a larger slice of the same business. Executives holding equity compensation benefit directly, since most packages tie value to share price or to per-share metrics.

              Repurchases were legally risky before 1982, when a Securities and Exchange Commission rule established a safe harbor protecting companies that followed specified conditions from market manipulation claims. Volume grew from there. Across large public companies, annual repurchases have run into the hundreds of billions of dollars in recent years, as reported in company filings and index-level tallies published by S and P Dow Jones Indices.

              Dividends do something similar with different optics. Both return cash to shareholders. Buybacks offer more flexibility, since a company can slow them quietly while cutting a dividend invites a punishing reaction.

              Why the direct trade-off argument is weak

              The simplest version of the critique says a company spending a billion dollars on repurchases could have raised wages by a billion dollars instead. The arithmetic works and the reasoning does not survive contact with how firms set pay.

              Wages respond to the labor market, not to available cash. An employer facing a surplus of applicants for a role has no commercial reason to pay above what fills the position, and a profitable year does not change that calculation. Firms with thin margins and firms with large cash balances pay similar rates for similar work in the same metro, which tells you the binding constraint sits in the labor market rather than in the treasury.

              Buyback spending also fluctuates with profits and share prices, while payroll is a standing commitment. A company that converted a strong year into permanent wage increases would carry that cost into a weak one. Treating a variable return of capital as interchangeable with a fixed obligation misreads both.

              What buybacks actually show

              The useful question is not whether a dollar went to shareholders instead of workers. It is why the claim on surplus cash is so lopsided.

              Shareholders hold a legal and institutional claim. Boards answer to them, executive compensation aligns with their returns, and activist investors can force the issue publicly. Workers hold a contractual claim to agreed wages and nothing beyond it. Union density in the private sector has fallen to a small fraction of the workforce, according to Bureau of Labor Statistics data, which removes the main mechanism through which workers once claimed a share of surplus.

              The Economic Policy Institute’s finding that chief executive pay at large firms runs roughly 290 to 340 times median worker pay describes the same arrangement from another angle. Equity-heavy compensation means the people deciding how to deploy cash benefit personally from one of the options. Nobody needs bad faith for that to shape outcomes.

              BLS productivity and compensation data shows output per hour growing substantially faster than typical worker compensation across recent decades. That gap opened before buyback volumes peaked, which argues against repurchases as a cause and for both being symptoms of the same shift in bargaining power.

              Where the money would have gone instead

              Critics sometimes assume the alternative to a buyback is a raise. More often the alternative is a different financial use: acquisitions, debt paydown, a larger dividend, or cash sitting on the balance sheet. Investment in capacity competes too, and a company declining to expand usually sees weak demand rather than a shortage of funds.

              The honest version of the complaint is about sequencing. Capital returns come first because the claim is enforceable. Wage increases come last because the claim is not. Reversing that order requires changing who holds bargaining power, which no restriction on repurchase mechanics would accomplish on its own.

              What households experience

              Median household income reached about $80,000 in 2023, per the U.S. Census Bureau, while the federal minimum wage has stayed at $7.25 an hour since 2009, according to the U.S. Department of Labor. Against those figures, the costs that matter kept climbing. National Association of Realtors and Census data put the median U.S. home sale price at roughly $400,000 to $420,000 in 2024, about five times median household income, against a multiple near three in the 1980s. KFF reported family health premiums near $25,000 in 2024 with the worker share above $6,000.

              Federal Reserve figures from the Survey of Consumer Finances show how thin savings run through the middle of the distribution, and they also show stock ownership concentrated near the top. That second point matters here: a policy returning cash to shareholders distributes it toward households already holding assets. The mechanism is not hidden and it does not require anyone to intend the result.

              Fight For A Living Wage, a nonpartisan grassroots 501(c)(3), argues that American affordability broke across several categories at once rather than through any single wage failure. The buyback debate fits inside that frame as evidence about who gets to claim a surplus, not as the cause of the squeeze.

              My position

              Ban repurchases tomorrow and wages would barely move, because the cash would find another shareholder-facing use. The repurchase debate matters anyway, as the clearest available evidence of an ordering that most corporate communication obscures: enforceable claims get paid, unenforceable ones get discussed.

              Arguing about the instrument is easier than arguing about the order, which is probably why the instrument gets the attention. Anyone who wants typical pay to track productivity again has to change who can make a claim stick. Buyback volume is a thermometer. Breaking it does not change the temperature.
